停车场属于公安交通管理部门管辖。
法律依据：《停车场建设和管理暂行规定》第六条 单位或者个人需要临时占用停车场作为非停车之用时，应征得当地公安交通管理部门同意。改变停车场的使用性质，须经当地公安交通管理部门和城市规划部门批准。
《停车场建设和管理暂行规定》第七条 需要利用街道、公共广场作为临时停车场地的，应由公安交通管理部门会同城市规划部门统一规划，由公安交通管理部门统一管理。
