释义	法律分析：保护性管辖又称保护原则、安全原则，是指国家对于严重侵害本国国家或公民利益的行为及行为人进行的管辖，不论行为人的国籍，也不论行为发生在何地。法律依据：《中华人民共和国刑法》第8条 “外国人在中华人民共和国领域外对中华人民共和国国家或者公民犯罪，而按本法规定的最低刑为三年以上有期徒刑的，可以适用本法，但是按照犯罪地的法律不受处罚的除外。”
