释义	集资房和小产权房的区别集资房是改变住宅建设由国家和单位包的传统制度，实行政府、单位、职工个人三方面共同承担建房成本，通过多方筹集资金进行房屋建设而不通过市场购买而直接分配的一种房屋。小产权房”是指在农民集体土地上建设的房屋，未缴纳土地出让金等费用，其产权证不是由国家房管部门颁发，而是由乡政府或村委会颁发，所以叫做“乡产权房”，又叫“小产权房”。
