释义	不可以。保险公司股东质押股权时，不得与质权人约定债务人不履行到期债务时被质押的保险公司股权归债权人所有，不得约定由质权人或者其关联方行使表决权等股东权利，也不得采取股权收益权转让等其他方式转移保险公司股权的控制权。风险提示：保险公司股东质押其持有的保险公司股权的，不得损害其他股东和保险公司的利益。保险公司股东不得利用股权质押形式，代持保险公司股权、违规关联持股以及变相转移股权。法律依据《保险公司股权管理办法》第四十九条
