法律依据：
《民办非企业单位印章管理规定》 第四条 印章的管理和缴销：(一)民办非企业单位的印章经登记管理机关、公安机关备案后，方可启用。 (二)民办非企业单位应当建立健全印章使用管理制度，印章应当有专人保管。对违反规定使用印章造成严重后果的，应当追究保管人或责任人的行政责任或法律责任。
