问题	什么是指妨害公务罪？
释义	妨害公务罪是指以暴力、威胁方法阻碍国家机关工作人员、人大代表依法执行职务，或者在自然灾害中和突发事件中，使用暴力、威胁方法阻碍红十字会工作人员依法履行职责，或故意阻碍国家安全机关、公安机关依法执行国家安全工作任务，虽未使用暴力，但造成严重后果的行为。本罪主观上限于故意，即行为人必须明知上述人员正在依法执行公务而加以阻碍，才能构成本罪。犯本罪处3年以下有期徒刑、拘役、管制或者罚金。
