释义	法律分析：犯组织儿童乞讨罪的，处三年以下有期徒刑或者拘役，并处罚金，情节严重的，处三年以上七年以下有期徒刑，并处罚金。以非法手段组织未满十四周岁的未成年人从事乞讨的，应当立案。本罪为行为犯，不需要造成乞讨人人身伤害或其他严重后果，只要行为人实施了非法手段，就应当立案予以追究。法律依据：《中华人民共和国刑法》第二百六十二条之一：以暴力、胁迫手段组织残疾人或者不满十四周岁的未成年人乞讨的，处三年以下有期徒刑或者拘役，并处罚金；情节严重的，处三年以上七年以下有期徒刑，并处罚金。
