释义	法律分析： 20世纪初开始流行于美国的普通教育单轨式学制。由六年制小学、三年制初级中学、三年制高级中学构成。三年制初级中学兴起后，全国教育协会任命的“节省教育时间委员会”1912年发表报告，支持六年制的中等教育并建议分成两个阶段，即三年制初级中学和三年制高级中学。法律依据：《中华人民共和国义务教育法》第二条国家实行九年义务教育制度。义务教育是国家统一实施的所有适龄儿童、少年必须接受的教育，是国家必须予以保障的公益性事业。实施义务教育，不收学费、杂费。
