释义	法律分析：不能。欠钱失联属于逃债，不属于诈骗。报诈骗须有诈骗的情节与后果，失联了有可能是逃债，逃债与诈骗不是一个性质，前者是民事责任后果，后者会受到刑事处罚。诈骗，是指以非法占有为目的，用虚构事实或者隐瞒真相的方法，骗取款额较大的公私财物的行为。逃债，是指债务人在履行债务不能或受阻时，而采取的一种隐藏自我或潜逃的方式。法律依据：《中华人民共和国刑法》第二百一十条使用欺骗手段骗取增值税专用发票或者可以用于骗取出口退税、抵扣税款的其他发票的，依照本法第二百六十六条的规定定罪处罚。
