交通违规扣12分不会吊销驾驶证。驾照被扣十二分后，驾驶人应当在十五日内到机动车驾驶证核发地；或者违法行为地公安机关交通管理部门接受为期七日的道路交通安全法律、法规和相关知识的教育。然后参加科目一考试，考试通过后可以领取驾照。

《中华人民共和国道路交通安全法》 第二十四条 公安机关交通管理部门对机动车驾驶人违反道路交通安全法律、法规的行为，除依法给予行政处罚外，实行累积记分制度。
