释义	法律分析：住改非也叫做住改商，是指国有或集体所有的土地上的住宅利用其沿街的地理位置优势，改变自己的住宅为商铺进行经营。法律依据：《哈尔滨市城市房屋拆迁管理暂行办法》第三十二条拆迁的住宅房屋用作经营使用，且符合下列条件的，货币补偿金额按照住宅房屋的补偿估价金额和非住宅房屋拆迁补偿估价金额的平均值确定：(一)拆迁通告发布前依法取得营业执照等经营手续、税务登记证并有纳税记录;(二)房屋所有权证书、营业执照等经营手续和税务登记证注明的营业地点一致。
