使用空调采暖、制冷的国家机关办公建筑和其他公共建筑，除有特殊用途外，室内空调的温度设置夏季制冷不得低于二十六摄氏度，冬季采暖不得高于二十摄氏度。
法律依据：
《中华人民共和国节约能源法》 第二十四条 用能单位应当按照合理用能的原则，加强节能管理，制定并实施节能计划和节能技术措施，降低能源消耗。
第三十七条 使用空调采暖、制冷的公共建筑应当实行室内温度控制制度。具体办法由国务院建设主管部门制定。
