释义	法律主观： 1.目前停车场管理权归属公安交通管理部门，停车场的性质未经公安交通管理部门批准不得任意改变。但是实际上，作为经营停车场的管理单位，普遍存在着多头管理、各自为政的问题。最主要的表现是在道路范围内的临时停车场所有权与经营管理权的不一致。 2.有的归各区公安分局经营管理，有的归当地街道办事处经营管理，有的归停车场产权单位经营管理，造成了这些经营单位只管收钱，不考虑停车场地的投资兴建。有的产权单位甚至将社会停车场出租给专业运输单位，从而改变了社会停车场的性质。
