释义	羁束行政行为是指法律明确规定了行政行为的范围、条件、程度、方法等，行政机关没有自由选择的余地，只能严格依照法律作出的行政行为。羁束行政行为的作出是以羁束裁量权为前提。羁束裁量权的行使，其权限范围、幅度行为方式、数量界限等都由法律、法规明确规定，行政机关只能严格依法裁量、判断。法律依据：《行政诉讼法》第二条公民、法人或者其他组织认为行政机关和行政机关工作人员的行政行为侵犯其合法权益，有权依照本法向人民法院提起诉讼。前款所称行政行为，包括法律、法规、规章授权的组织作出的行政行为。
