释义	法律分析：中国现行的是退休金双轨制，有两套并行的养老金体系，一套是政府部门、事业单位的退休制度，由财政统一支付的养老金；另一套是社会企业单位的缴费型统筹制度，是单位和职工本人按一定标准缴纳的养老金。法律依据：《中华人民共和国社会保险法》第十一条基本养老保险实行社会统筹与个人账户相结合。基本养老保险基金由用人单位和个人缴费以及政府补贴等组成。
