释义	法律分析：改签过一次的火车票没赶上不能退票。一张车票可以办理一次改签。车票改签后，旅客取消旅行的，可以按规定退票，但开车后改签的车票不能退票。对已改签车票暂不提供“变更到站”服务。改签以铁路有运输能力（即可售车票）为前提，只变更乘车日期、车次、席（铺）位，不变更发站和到站（同城车站除外）。法律依据：《中华人民共和国民法典》第八百一十六条旅客因自己的原因不能按照客票记载的时间乘坐的，应当在约定的期限内办理退票或者变更手续；逾期办理的，承运人可以不退票款，并不再承担运输义务。
