释义	法律分析：资质证书已过期，不能延续。延续只能在有效期内进行，过期只能重新办理。法律依据：《建筑业企业资质管理规定》第十八条建筑业企业资质证书有效期届满，企业继续从事建筑施工活动的，应当于资质证书有效期届满3个月前，向原资质许可机关提出延续申请。资质许可机关应当在建筑业企业资质证书有效期届满前做出是否准予延续的决定；逾期未做出决定的，视为准予延续。
