释义	法律分析：不能。取得卷烟经营资格的零售户，严禁转借、出租、买卖、涂改烟草专卖零售许可证或擅自变更经营场所经营卷烟。一经发现，由烟草专卖行政管理部门依法取消其从事卷烟零售业务的资格，并可处以1000元以下罚款。法律依据：《烟草专卖许可证管理办法》第四十一条任何企业或者个人不得涂改、伪造、变造烟草专卖许可证。不得买卖、出租、出借或者以其他形式非法转让烟草专卖许可证。因此，零售许可证是不可以出借的。
