释义	法律分析：作为一种社会规范,法律具有判断、衡量他人行为是否合法或有效的评价作用。法律的评价可分为两大类,即专门的评价和一般的评价。前者是指经法律专门授权的国家机关、组织及其成员对他人的行为所作的评价。法律依据：《中华人民共和国刑法》第三条法律明文规定为犯罪行为的，依照法律定罪处刑;法律没有明文规定为犯罪行为的，不得定罪处刑。
