释义	“双规”的一般程序是由承办党员违纪案件的纪委调查组在通过案件初查掌握调查对象一个或数个足以立案的违纪事实后向纪委常委提出“双规”建议，在经纪委常委同意后才能采取“双规”。但特殊人员须任命机关同意。如直属部门一把手，政府组成局一把手的“双规”必须报请同级..党委同意。如果涉及同级..党委的组成人员必须报请上级纪检部门，并移送上级纪检部门管辖。中央委员必须报请..中央同意。目前有些地方的纪检部门就“双规”的报批程序还作了更为严格的调整，比如湖南就已经把“双规”的审批权收到了市一级纪检部门。
