释义	法律分析：这两个词的动作的感情色彩不一样。办理，可以是自己办理，也可以是对方办理，基本上提出要求的人和办理的人是平等的；但是受理，语气上带有请求的意味，相当于接受要求办理的请求，一般都是上级或者政府机构对下级或者个人说话时使用。法律依据：《公安机关办理行政案件程序规定》第四条办理行政案件应当遵循合法、公正、公开、及时的原则，尊重和保障人权，保护公民的人格尊严。第五条办理行政案件应当坚持教育与处罚相结合的原则，教育公民、法人和其他组织自觉守法。
