释义	法律分析: 开具增值税普通发票都可以正常报销。增值税普通发票可以作为报销凭据，但一般不能作为抵扣凭据，增值税专用发票可以抵扣。国家将除商业零售以外的增值税一般纳税人纳入增值税防伪税控系统开具和管理，也就是说一般纳税人可以使用同一套增值税防伪税控系统开具增值税专用发票、增值税普通发票等。《发票管理办法》第二十条所有单位和从事生产、经营活动的个人在购买商品、接受服务以及从事其他经营活动支付款项，应当向收款方取得发票。取得发票时，不得要求变更品名和金额。
