释义	医保卡不可以给别人付费用。医保卡是参保人员应该享受医疗保障的凭证之一，仅限于参保人员本人使用。如果卡上(个人账户)有余额，可在参保统筹区内的医保定点医院看病用于支付自付部分。使用非本人医保卡就医，属于欺诈骗取社会保险行遇行为，社保部门可以对借用者处以罚款，对出借者停止医保卡报销的处罚。法律依据：《社会保险法》第八十八条以欺诈、伪造证明材料或者其他手段骗取社会保险待遇的，由社会保险行政部门责令退回骗取的社会保险金，处骗取金额二倍以上五倍以下的罚款。
