释义	法律分析：代金券只是企业内部流通是不违法的，如果是市场流通就是违法行为。印制、发售任何形式的代金券当福利发，都是违法行为，可以向当地人民银行举报，查处这种违法行为。法律依据；《中华人民共和国人民银行法》第二十条任何单位和个人不得印制、发售代币票券，以代替人民币在市场上流通。第四十五条印制、发售代币票券，以代替人民币在市场上流通的，中国人民银行应当责令停止违法行为，并处二十万元以下罚款。
