释义	法律分析：特殊工种提前退休人员在1995年底前在国有、集体企业从事国家规定的有毒、有害、井下、高温等特殊工种工作的时间，仍可按原规定折算工龄并换算缴费年限，但换算的缴费年限不得超过距离法定正常退休年龄的提前年限。换算的缴费年限，只能作为计算过渡性养老金的缴费年限，不参与基础性养老金和平均缴费指数的计算。法律依据：《中华人民共和国劳动保险条例实施细则修正草案》第三十八条一般工龄系指工人职员以工资收入为生活资料之全部或主要来源的工作时间而言。在计算一般工龄时，应包括本企业工龄在内。
