法律分析：辽宁省退休人员养老金上调方案主要为：定额调整：每人每月增加54元；工龄挂钩调整：每年工龄增加1元，超过15年的部分再增加一元；养老金挂钩调整：按照每位退休老人2020年12月养老金的基础上增加0.6%；高龄老人倾斜照顾调整：年满70周岁算高龄老人，其中70-79周岁，额外增加45元；80周岁以上的退休老人，额外增加90元；偏远艰苦地区：额外增加5元；企业退休军转干部：按照上述方案调整，若是调整后还低于辽宁省平均水平，那么则直接涨到平均水平。
法律依据：《辽宁省2021年退休人员基本养老金调整方案》调整办法和标准定额调整，仍按照退休时间先后划分为5档。挂钩调整，退休（职）人员符合国家、省规定的缴费年限（含视同缴费年限，不含特殊工种等折算年限，下同）每满1年（不足1年按1年计算，下同），每人每月增加基本养老金1元，其中缴费年限超过15年的部分，每满1年，每人每月再增加基本养老金1元。再按照本人2019年12月领取的统筹内月基本养老金水平的0.8%增加基本养老金。
另外在定额调整和挂钩调整基础上，对下列群体进行倾斜调整：
1.2019年12月31日前，年满70周岁（含70周岁）、不满80周岁的退休（职）人员、五七家属工，每人每月再增加50元；年满80周岁以上（含80周岁）的人员，每人每月再增加100元。
2.符合国家规定范围内的艰苦边远地区退休人员，每人每月再增加5元。
3.调整基本养老金后，月基本养老金不足2500元的退休（职）人员，缴费年限超过15年的部分，每满1年，每人每月再增加基本养老金1元。调整后的月基本养老金最高增加到2500元。
4.企业退休军转干部增加基本养老金，在和其他条件相同的退休人员同办法、同标准调整后，统筹项目内养老金总额低于调整后省辖市统筹区域企业退休人员统筹项目内月人均养老金水平的，补足到省辖市统筹区域企业退休人员统筹项目内月人均养老金标准。
