释义	法律分析：个人乘坐车、船、飞机等交通工具，跨地（市）携带卷烟的最高限量为每人次1万支（50条）。个人在最高限量以内携带卷烟，不需办理携带证明。因此，超过五十条且不办理携带证明就属于违法行为。法律依据：《中华人民共和国烟草专卖法》第二十二条托运或者自运烟草专卖品必须持有烟草专卖行政主管部门或者烟草专卖行政主管部门授权的机构签发的准运证；无准运证的，承运人不得承运。第二十三条邮寄、异地携带烟叶、烟草制品的，不得超过国务院有关主管部门规定的限量。
