违法。《中国人民解放军严密防范网络泄密十条禁令》中明确规定，严禁以军人身份在互联网上开设博客、聊天交友、应聘求职。把军人穿军装的头像放在微信里，就是违反保密规定。军属不得在网络和电话中谈论涉及军事秘密的话题；不得在微信、QQ等聊天工具上发表可能泄露军事秘密的图片和视频。
