释义	法律分析: 违章停车是指车辆没有在规定位置停车，而是在设有禁停标志、标线的路段，在机动车道与非机动车道、人行道之间设有隔离设施的路段以及人行横道、施工地段违章停放车辆的情形。法律依据:《《中华人民共和国道路交通安全法》》第三十三条新建、改建、扩建的公共建筑、商业街区、居住区、大（中）型建筑等，应当配建、增建停车场；停车泊位不足的，应当及时改建或者扩建；投入使用的停车场不得擅自停止使用或者改作他用。在城市道路范围内，在不影响行人、车辆通行的情况下，政府有关部门可以施划停车泊位。
