释义	法律主观：房产税是以房屋为征税对象，按房屋的计税余值或租金收入为计税依据，向产权所有人征收的一种财产税。房产税属于财产税中的个别财产税，其征税对象只是房屋，征收范围限于城镇的经营性房屋，不包括农村房屋。房产税税率采用比例税率。按照房产余值计征的，年税率为1.2%；按房产租金收入计征的，年税率为12%。《房屋登记办法》第七条办理房屋登记，一般依照下列程序进行：（一）申请；（二）受理；（三）审核；（四）记载于登记簿；（五）发证。
