释义	法律分析：进城务工人员是指：一、本县、市境内，户籍地在乡村，进入城区从事非农产业劳动6个月及以上，常住地在城区，以非农业收入为主要收入的劳动者；二、外县、市进入本县、市城区从事非农产业劳动6个月及以上，常住地在城区，以非农业收入为主要收入的劳动者。法律依据：《中华人民共和国劳动法》第二条在中华人民共和国境内的企业、个体经济组织（以下统称用人单位）和与之形成劳动关系的劳动者，适用本法。国家机关、事业组织、社会团体和与之建立劳动合同关系的劳动者，依照本法执行。
