释义	法律分析：当兵期间手机是可以用，但得是无卡手机（即不能和外界联系），玩手机可以帮助战士解闷，调解心情。不能与外界联系，是为了保密。一般在部队当兵期间（指整个当兵过程，不光是三个月军训）都不能使有有通迅的手机。法律依据：《中国人民解放军纪律条令(试行)》第十六条遵守保密纪律，严守规定，保守秘密。严格遵守国家和军队的保密法规，军事秘密制作、存储、收发、传递、使用、复制、保管、移交、销毁全过程必须严格执行保密规定，加强涉密载体使用管理，防止出现失密、泄密、窃密、卖密问题。
