《关于加强电动自行车交通安全管理的实施意见》 第二条 强化电动自行车路面管控，各级公安机关要加大电动自行车整治力度，加大警力投入，严管通行秩序，严查无牌车辆，严处违法行为。要定期组织电动自行车交通秩序专项整治，开展集中统一行动，严查电动自行车无牌、逆行、闯红灯、超速行驶等交通违法行为，切实保护人民群众生命财产安全。要积极探索应用电子监控、人脸识别等技术手段开展非现场执法曝光，第一时间让当事人认识到自身违法行为，让其他群众受到警示，督促电动自行车骑行人规范骑行行为、文明守法出行，鼓励骑行电动自行车时佩戴头盔。要完善交通设施，科学分配路权，优化交通组织，规范路口秩序，合理设置非机动车专用进口道、非机动车信号灯和机非隔离护栏，保障电动自行车安全、顺畅、便捷出行。有条件的地方可采取加装芯片等智能化技术管理电动自行车。
