释义	法律分析：意外事故，是指是人(个人或集体)在为实现某种意图而进行的活动过程中，突然发生的、违反人的意志的、迫使活动暂时或永久停止的事件。安全责任事故，是指在生产、作业中违反有关安全管理的规定，因而发生伤亡事故或者造成其他严重后果的行为。法律依据：《中华人民共和国刑法》第十六条行为在客观上虽然造成了损害结果，但不是出于故意或者过失，而是由于不能抗拒或者不能预见的原因所引起的不是犯罪。
