释义	法律分析：网贷机构在下款时，如果因为用户的银行卡状态异常、放款账号出现问题等，导致放款金额被冻结，用户没有收到款项，那么双方之间就没有借贷的关系。虽然签订了贷款合同，但是资金并没有到达用户的银行卡中，属于贷款机构没有履行合约，那么也就无需归还本金与利息。法律依据：《中华人民共和国合同法》第二百二十一条自然人之间的借款合同约定支付利息的，借款的利率不得违反国家有关限制借款利率的规定。
