释义	法律分析：烟草专卖零售许可证地址发生改变，不能变更地址，只能重新申领烟草专卖零售许可证。法律依据：《烟草专卖许可证管理办法》第三十一条烟草专卖许可证的持证人改变经营地址（因道路规划、城市建设等客观原因除外）或者具有国家烟草专卖局规定的其他情形的，应当重新申领烟草专卖许可证；所持有的烟草专卖许可证其他登记事项发生改变的，应当及时变更烟草专卖许可证。
