《社会保险法》第三十二条个人跨统筹地区就业的，其基本医疗保险关系随本人转移，缴费年限累计计算。

法律主观：

医保卡不能异地使用。1、按现行政策，医疗保险不可以转。但刚公布的社会保险法有新规定，医疗保险也可以随个人转移，需等新政策实施后才可以操作。2、医疗保险一般都只能在参保当地使用，不得跨地区使用（除了外地急诊等特殊情况）。不在参保当地工作的话，医疗保险应该办理“异地就医”手续，否则，一般情况在外地就医的费用不能报销。
