释义	法律分析：淘宝上不能刻公章。国家权力、党政、司法、参政议事、军队、武警、民主党派、共青团、工会、妇联等机关、团体的各级组织、机构需要刻制印章的单位应当向公安机关办理印鉴备案后,方准启用。法律依据：《印章治安管理办法》第十条需要刻制印章的单位应当到公安机关批准的刻制单位刻制；刻制单位将刻制的印章向公安机关办理印鉴备案后，方准启用。印章遗失、被抢、被盗的，应当向备案或批准刻制的公安机关报告，并采取公告形式声明作废后，按照前款规定重新办理备案或准刻手续。
