释义	法律分析：部队不能强留退伍军人留队的，首先如果不宣布你退伍那你就不能离开部队，但是如果你在服满2年义务兵的基础上提出退伍，部队是不能强留的。在任何情况下都不能强留。法律依据：《中国人民解放军现役士兵服役条例》第七条士官从服现役期满的义务兵中选取，或者从军队院校毕业的士官学员中任命，也可以从非军事部门具有专业技能的公民中直接招收。士官必须具备下列基本条件：（一）志愿献身国防事业；（二）能胜任本职工作；（三）具有初中毕业以上文化程度；（四）身体健康，品行良好。
