释义	法律分析：运费若超过约定付款时间，则构成违约，可起诉追偿。运输运费也是一种劳动报酬，拖欠运费也属于一种欠薪行为。运输营运者帮货主运货，货主就要付运输费，他们之间本身就构成了一种劳动合同关系。所以对欠运费的行为可以向劳动部门投诉，申请劳动仲裁。当然也可直接向法院起诉。法律依据：《最高人民法院关于拒不支付劳动报酬罪司法解释》第四条一般由人力资源社会保障部门责令支付，但是其他政府有关部门也可以在职权范围内责令支付。
