释义	法律分析：由检察院或人民法院来下发的。法律依据：《公安机关办理刑事案件程序规定》第一百三十八条接到人民检察院批准逮捕决定书后，应当由县级以上公安机关负责人签发逮捕证，立即执行，并将执行回执送达作出批准逮捕决定的人民检察院。如果未能执行，也应当将回执送达人民检察院，并写明未能执行的原因。第一百三十九条执行逮捕时，必须出示逮捕证，并责令被逮捕人在逮捕证上签名、捺指印，拒绝签名、捺指印的，侦查人员应当注明。逮捕后，应当立即将被逮捕人送看守所羁押。
