释义	法律分析：一般民间借贷行为不属于公安机关受理范围，除非是高利贷。债务人确实没有偿还能力的，应当与贷款机构进行协商，宽展还款期间或者分期归还；法律依据：《关于审理民间借贷案件适用法律若干问题的规定》第二十二条借贷双方通过网络贷款平台形成借贷关系，网络贷款平台的提供者仅提供媒介服务，当事人请求其承担担保责任的，人民法院不予支持。网络贷款平台的提供者通过网页、广告或者其他媒介明示或者有其他证据证明其为借贷提供担保，出借人请求网络贷款平台的提供者承担担保责任的，人民法院应予支持。
