违法。依据我国消费者权益保护法的规定，商家对充值卡进行充值后，如果经营者依约定履行相应责任的，消费者不能直接要求退钱的，未按约定提供的，消费者可以要求退款。
法律依据：
《中华人民共和国消费者权益保护法》 第五十三条 经营者以预收款方式提供商品或者服务的，应当按照约定提供。未按照约定提供的，应当按照消费者的要求履行约定或者退回预付款；并应当承担预付款的利息、消费者必须支付的合理费用。
