法律分析：烟草证换了地方能用。烟草专卖许可证的持证人改变经营地址，因道路规划、城市建设等客观原因除外或具有国家烟草专卖局规定的其他情形的，应当重新申领烟草专卖许可证。因城市规划等政策类客观原因搬迁的，可申请变更经营地址；因店铺到期、租金上涨等人为原因，需要重新申办烟草证。
法律依据：《中华人民共和国烟草专卖法》第三条 国家对烟草专卖品的生产、销售、进出口依法实行专卖管理，并实行烟草专卖许可证制度。
