释义	法律分析：贷款被冻结还没能发放下来的，客户不用还款。客户还没有用到这笔贷款资金，自然也就不需要承担还款责任。法律依据：《最高人民法院关于审理民间借贷案件适用法律若干问题的规定》第三十条借款人可以提前偿还借款，但是当事人另有约定的除外。借款人提前偿还借款并主张按照实际借款期限计算利息的，人民法院应予支持。
