非领导职务是什么意思 |

非领导职务层次是在厅局级以下设置，在省部级以上不设置非领导职务。非领导职务由高至低分为巡视员、副巡视员、调研员、副调研员、主任科员、副主任科员、科员、办事员。录用担任主任科员以下及其他相当职务层次的非领导职务公务员，采取公开考试、严格考察、平等竞争、择优录取的办法。民族自治地方依照前款规定录用公务员时，依照法律和有关规定对少数民族报考者予以适当照顾。
一、非领导职务公务员任职条件：
1、巡视员应当任厅局级副职领导职务或者副巡视员五年以上；
2、副巡视员应当任县处级正职领导职务或者调研员五年以上；
3、调研员应当任县处级副职领导职务或者副调研员四年以上；
二、非领导职务的工作需求：
1、非领导职务根据工作需要设置，是实职，但不具有行政领导职责，但现实中往往不是根据工作需要，主要是为解决待遇而任命；
2、各级非领导职务的设置，要依据领导职务的设置情况确定适当比例限额，相同规格的机构，领导职务职数是一定的；
3、设置非领导职务的初衷，是为了精兵简政、提高效率、理顺关系。但领导职务与非领导职务的区分：
