释义	法律分析：边防证的全称是《边境管理区通行证》。以往，该证件需要申请人到各市证件办理中心亲自申请才能办理。而现在，为了给群众提供方便，提高办证效率，公安机关依托“辽宁公安”和“辽事通”两款手机App出台了线上办证功能，让百姓足不出户就可办理边防证。法律依据：《深圳经济特区与内地人员往来管理规定实施细则》第二十一条边防证有效期最多一年，不可再多。边防证不得涂改，如有涂改，应在当地公安机关加盖校对章，否则，视为无效证件。边防证不得借于他人使用，一经发现，则以冒名顶替罪论处。
