释义	法律分析：不服党纪处分可以向作出处分决定的机关，或者其上级纪委、党委直至中央纪委、中共中央提出申诉。法律依据：《中国共产党纪律检查机关控告申诉工作条例》第十四条党员、党组织对所受党纪处分不服的申诉，由批准处分的党的委员会或纪律检查委员会承办。原批准处分的党的委员会或纪律检查委员会已经撤销的，由申诉人现在的相当于原批准处分的一级党的委员会或纪律检查委员会承办。党员、党组织对纪律检查机关所作的其他处理不服的申诉，由作出处理决定的纪律检查机关承办。
