离开乌鲁木齐最新政策要求如下：
1、入乌：机场、火车站不再查核酸和健康码。机场：按照国务院联防联控协调机制防控政策要求，乌鲁木齐国际机场目前已经取消离乌出港旅客查验健康码、核酸阴性证明、大数据行程码。旅客在进入航站楼之前须在入口处配合机场工作人员扫场所码，然后进入航站楼办理相关手续；
2、对来乌进港旅客乌鲁木齐国际机场也取消查验健康码、核酸阴性证明、大数据行程码、落地核酸检测、入疆申报填写。根据乌鲁木齐市新的防疫要求，所有离乌和来乌人员，均须执行扫场所码措施。
法律依据：《中华人民共和国传染病防治法》第六条
国务院卫生行政部门主管全国传染病防治及其监督管理工作。县级以上地方人民政府卫生行政部门负责本行政区域内的传染病防治及其监督管理工作。
县级以上人民政府其他部门在各自的职责范围内负责传染病防治工作。
军队的传染病防治工作，依照本法和国家有关规定办理，由中国人民解放军卫生主管部门实施监督管理。
第七条
各级疾病预防控制机构承担传染病监测、预测、流行病学调查、疫情报告以及其他预防、控制工作。
医疗机构承担与医疗救治有关的传染病防治工作和责任区域内的传染病预防工作。城市社区和农村基层医疗机构在疾病预防控制机构的指导下，承担城市社区、农村基层相应的传染病防治工作。
