释义	法律分析：对申报并纳入规上限上统计单位名录库的企业，给予一次性补助。对符合相关文件规定的在库三年以内的规上工业企业给予奖励。对营业收入超过五千万的规上限上服务业企业，年营业收入连续两年增长，且较上一年增长百分之二十以上的，按其当年新增营业收入额的百分之零点一给予奖励。法律另有其他规定的，应当依照其规定。法律依据：《中华人民共和国乡村振兴促进法》第二十条各级人民政府应当完善扶持政策，加强指导服务，支持农民、返乡入乡人员在乡村创业创新，促进乡村产业发展和农民就业。
